Organization Involvement Saudi Vision 2030

Saudi Standards, Metrology and Quality Organization contributes to Saudi Vision 2030 through five initiatives within two of the vision's programs:

National Transformation Program 2.0 (2 Initiatives)
Launching of the Product Safety Program
Launching of Legal Calibration
National Industrial Development and Logistics Program (3 Initiatives)
Supporting and raising awareness about quality infrastructure for local manufacturers
Developing national reference capabilities in inspection and testing
Building institutional capacities for organizations depending on industrial standards and metrology

National Transformation Program 2.0

Launching of the Product Safety Program:

Description: The Saudi Product Safety Program is one of the ambitious national initiatives aimed at improving the safety levels of products in the market. This is achieved through the implementation of a comprehensive technical legislative model. Through this program, SASO has successfully increased the compliance rate of products in the market from 57.3% in 2016 to 84.20% by the end of 2024. As part of this initiative, more than 7.5 million products have been registered on Saber platform, and over 5 million certificates of conformity and consignment have been issued through the platform by the end of 2024.

Launching of Legal Calibration:

Description: The Legal Calibration Initiative, known as "Taqyees," has established a comprehensive framework for the procedures and policies governing legal calibration activities in both the private and public sectors. This includes ensuring that legal measuring devices comply with the laws and regulations issued by SASO. The initiative covers fuel pumps, non-automatic scales, electricity and water meters, as well as speed measuring devices and taximeters. This contributes to enhancing consumer confidence in commercial transactions and improving community and environmental safety. Within this framework, calibration has been conducted for 83,428 fuel pumps, 23,415 scales, 2,122,395 electricity meters, and 278,384 water meters.

National Industrial Development and Logistics Program

Support and Awareness of Quality Infrastructure for Local Manufacturers:

Description: Launched in 2022, this initiative aims to provide technical support to local factories and raise awareness about the benefits of quality infrastructure to enhance the business of local manufacturers. The goal is to improve efficiency and productivity, while also accessing new markets. The initiative includes the implementation of five projects in 2 phases, focusing on developing a roadmap for the execution of 150 consulting and awareness programs directed at 150 industrial facilities. Additionally, it involves studying the current and future status of national quality infrastructure activities.

Development of National Reference Capabilities in Inspection and Testing:

Description: This initiative aims to enhance the efficiency and diversity of testing and calibration laboratories to conduct reference tests for local manufacturers. It focuses on identifying local products that need to be tested and supporting local laboratories to meet this demand through technical consulting and training programs. Additionally, the initiative involves establishing several laboratories that support manufacturers in basic industries, military sectors, food and beverage industries, and Halal products. This will address the current challenge of lack of laboratories supporting local manufacturers. The first phase of the project has been completed, which included a study of the local and global market, as well as an analysis of the technical needs and workforce requirements for establishing reference laboratories that support manufacturers in essential industries.

Building institutional capacities for organizations depending on industrial standards and metrology:
Description: This initiative aims to enhance the role of the national quality infrastructure in empowering the national industry and transitioning towards a non-oil economy. It involves studying and analyzing gaps to develop a specialized training program in quality aspects related to policies and regulations, in partnership with leading global organizations. The initiative targeted a selected group of relevant bodies in two phases:
• Phase One: Targeted 14 government authorities, with 2,308 participants in the training programs, which included 14 training courses.
• Phase Two: Targeted 19 government authorities, with 3,457 participants in the training programs, which included 15 training courses.
